The Internet Service Providers’ Association (ISPA) is a South African non-profit industry body formed in 1996 to represent independent Internet service providers. With 244 members as of its current listing, ISPA serves as the primary representative body for ISPs in South Africa, facilitating engagement between independent service providers, ICASA, government departments, fibre network operators, and other industry stakeholders.
ISPA celebrated 30 years of operation in 2026, making it one of the longest-standing ICT industry associations in South Africa.
Role and Activities
Industry representation: ISPA represents ISP interests in regulatory proceedings before ICASA and in policy discussions with the Department of Communications and Digital Technologies (DCDT). The association participates in public consultations on spectrum policy, licensing frameworks, and other regulatory matters that affect Internet service providers.
Code of Conduct: All ISPA members are governed by the ISPA Code of Conduct, which establishes standards for service delivery, customer communication, and dispute resolution. The Code provides a framework for addressing customer complaints and maintaining service quality across the ISP sector.
Fibre industry engagement: Since August 2023, ISPA has conducted bi-annual surveys with its members to assess their experiences with South Africa’s Fibre Network Operators (FNOs) including Openserve, Vumatel, Frogfoot, MetroFibre, Dark Fibre Africa, and Octotel. These surveys provide valuable comparative data on FNO performance from the ISP perspective.
Market intelligence: ISPA’s analysis of open-access fibre coverage indicates that approximately 33 million South Africans (54% of the population) live in areas where at least one fibre operator provides service, while 27 million citizens (46%) are not yet covered. Of those with fibre access, more than a third have only one FNO available, highlighting the importance of open-access network competition.
Annual Conference
ISPA hosts South Africa’s leading ICT conference annually, bringing together ISPs, FNOs, regulators, and technology providers. The 2026 conference is scheduled for 21–23 April at Irene Country Lodge in Pretoria.
