In July 2020 Microsoft announced a new Microsoft Teams $12 PUPM Advanced Communications licence. At launch it was required for the following:
- Compliance Recording Graph API Access
- Contact Center solution Graph API Access
- Live event of up to 20K participants (50 concurrent meetings per tenant, 16 hours long)
Then after lots of customer feedback, In October 2020 Microsoft dropped the Advanced Communications licence requirement for Microsoft Teams Recording API and Contact Center API.
It is now confirmed that for what Microsoft calls Teams policy-based recording, or what is often called compliance recording, where a third party solution uses an API to record all calls and meetings, the user doesn’t need any additional licence beyond:
- Office 365 E3 or E5
- Microsoft 365 E3 or E5 or Business Premium
- Office 365 A3 or A5
- Microsoft 365 A3 or A5

While E3/A3 is fine for call and meeting recording, if you want to record or export users private chat, for backup or compliance scenarios you will need:
- Office 365 E5
- Office 365 A5
- Microsoft 365 E5
- Microsoft 365 A5
- Microsoft 365 Information Protection and Governance
- Office 365 Advanced Compliance
